Regional Housing Needs Allocation (RHNA)
Since 1969, the State of California has required that all local governments (cities, towns and counties) adequately plan to meet the housing needs of everyone in our communities. The Regional Housing Need Allocation (RHNA) process is part of the Housing Element Law, which determines the number of new homes, and the affordability of those homes, each local government must plan for in its Housing Element.
The Cities RHNA allocation is set through the State and regional process and cannot be changed once adopted. The state sets the overall target for the Bay Area, and a formal regional process is chartered by the state.
The RHNA program establishes the eight-year cycle within which the city must work to achieve the allocated amounts of new housing in each income category. The City of Morgan Hill is on its 6th Cycle Housing Element which is from January 31, 2023 to January 31, 2031.
Requirements
Each year, the City reports on the implementation of Morgan Hill’s 2035 General Plan and the 2023-2031 Housing Element. This includes The California Department of Housing and Community Development (HCD) Annual Progress Report towards meeting state adopted RHNA goals. The report is due by April 1st of each year and covers the previous calendar year's activities.
The Cities’ legal obligation is to demonstrate yearly progress towards assigned RHNA goals within the eight-year period. This will keep into account known development projects to be built as well as any reasonably available parcels based on zoning rules.
The City has a total RHNA of 1,037 units and to date it has achieved 815 units.

- Entitled: City has approved the initial planning permits for the new housing project (not a remodel)
- Permitted: City has issued building permits to construct the new housing project (not a remodel)
- Completed: City has completed final inspection of the project, and the new housing project can be occupied.
