Healthy Neighborhoods for All
What is Healthy Neighborhoods for All?
Healthy Neighborhoods for All means creating a vibrant and thriving Community where everyone can lead healthy, active, and fulfilling lives.
The Healthy Neighborhoods for All Element is Morgan Hill’s Environmental Justice Element, fulfilling Senate Bill (SB) 1000, Planning for Healthy Communities Act, requirements. It identifies “Opportunity Neighborhoods” — areas disproportionately burdened by pollution, health risks, and limited access to community assets — and sets targeted goals, policies, and actions to address inequities in health, environment, and access to resources.
Healthy Neighborhoods for All is a policy document included in the Morgan Hill 2035 General Plan (html) to make sure that everyone, regardless of race, national origin, income, or where they live, have clean air, safe homes, and a healthy environment, and the right to participate in local government.
Healthy Neighborhoods for All Element
The Healthy Neighborhoods for All Element (PDF), adopted by the City Council at their December 3, 2025 meeting (html), provides a decision-making framework for prioritizing capital projects, program funding, and policy changes. Future budget and planning priorities of the City will need to align with:
- Inclusive Public Engagement – Bilingual outreach, resident ambassadors, and barrier-free participation.
- Pollution Reduction – Air quality monitoring, truck route management, and land use buffers.
- Promote Physical Activity – Affordable recreation options and parks within Opportunity Neighborhoods.
- Food Access – Promote access to fresh affordable food, produce stands, and healthy food literacy.
- Safe and Healthy Homes – Affordable housing preservation, tenant protections, healthy home retrofits.
- Increase Overall Health – Health Education, mobile health services, increased transit access, and mitigate extreme heat.
- Public Facilities and Infrastructure – Safe routes to schools, lighting, public amenities, and active transportation networks in Opportunity Neighborhoods.

Why Are Healthy Neighborhoods for All Important?
Clean air, safe homes, and parks are the foundation of our Community's health, quality of life, and opportunities.
Some neighborhoods deal with more environmental issues than others, such as more pollution, limited access to grocery stores, public facilities and services, or have fewer parks and trails. Healthy Neighborhoods for All helps solves these issues by making sure everyone is treated fairly and that these communities get extra support and protection.

Opportunity Neighborhoods
“Opportunity Neighborhoods” (previously referred to as "Community of Concern" refers to neighborhoods impacted by pollution and other hazards and identified as low-income. A “low-income area" is defined as a place where household incomes are at or below 80% of the area median income. Within Morgan Hill, low-income for a family of 4 is $146,100 annually.
