Monterey Corridor Block-Level Master Plan

The Morgan Hill 2035 General Plan (PDF), adopted in July 2016, envisions the transformation of the Monterey Road corridor north and south of Downtown from its current predominantly strip commercial character to a vibrant mixed-use corridor that encourages walking and biking with buildings fronting onto the street and a range of commercial and office uses located in close proximity to new and existing residential development.

The Mixed-Use Flex General Plan Land Use designation, which is primarily applied to properties along the Monterey Road corridor, allows for a mix of residential, commercial, and office uses applied either vertically (i.e., one structure with multiple uses) or horizontally (i.e., structures with different land uses located adjacent to one another). Prior to development of residential or mixed-use projects within the Mixed-Use Flex designation, the General Plan requires a Block-Level Master Plan to be prepared which would identify how commercial uses will be incorporated within the development of a block and how individual development projects will connect with each other. Commercial and other non-residential development may proceed on properties with the Mixed-Use Flex designation without the preparation of a Block-Level Master Plan.

In January 2017, the City of Morgan Hill contracted with Lisa Wise Consulting (LWC) for the preparation of a market and land use capacity study for the Monterey Road corridor. On February 27, 2018, a Market Analysis Report (PDF) (Report) and Implementation Memo (PDF) were presented (PDF) to and discussed with the Planning Commission. The Report provided a summary of demographic and socio-economic conditions in the City of Morgan Hill as they relate to economic performance, as well as a high-level analysis of the commercial market, and a land use capacity assessment for the corridor.

The Report, Implementation Memo, and Planning Commission's recommendations were presented to and discussed with the City Council on April 4, 2018.

On July 25, 2018, the City Council approved a consultant agreement with LWC for preparation of the Monterey Corridor Block-Level Master Plan (BLMP).
