How to Read a Utility Bill
In Fall 2024 the City has upgraded its utility billing software to better serve our community. The new system has enhanced features, improved accessibility, and creates a fresh, updated look to your utility bill.
What’s Changing?
- Account number: Your account number now includes both a property ID number and a personal customer ID number, which identify your account. Each bill will also feature a unique bill number for easier reference.
- New Bill Format: Your utility bill will have a new look, making it easier to understand your charges and usage.
What Do You Need to Do?
You do not need to take any action. Your billing cycle and account number will remain the same, and you will continue to receive your bills as usual. If you are enrolled in autopay, your payments will continue without interruption.
How to Read Your Bill
To help you navigate the changes, we’ve included a sample of the new bill format and a guide on how to read your City of Morgan Hill Utility Bill below.
- City of Morgan Hill Utility Billing Contact Information – Physical address, office hours, contact phone number, and email address.
- Customer Information – Customer name, number, and service location.
- Billing Information – Bill number, bill date, account number, account type, and bill due date. Similar to an invoice number, the bill number is unique to each billing cycle. Please include your bill number with all payment information.
- Current Charges – Includes itemized charges for the current utility services provided. Water consumption and the fixed water rate are now itemized, and a read code is offered to represent how we received your meter reading. All other charges remain the same and are explained on the back of the utility bill. Unit of Measure (UOM) = Hundred Cubic Foot (HCF). 1 HCF = 748 gallons.

E – Estimate
F – Final Read
S – Swapped Meter
U – Updated Bill
M – Manual Read - Payment Options – Shows how to pay your bill online via credit card and information on penalty fees
- Consumption History – Shows water consumption history
- Current/Previous Payment Details
- Payment Stub – Please return with payment by the due date
Water Usage Displayed in Gallons
We understand that many customers prefer to see their water usage displayed in gallons. We're currently working on making this option available, and you can expect to see this update on your bill in the coming months. In the meantime, you can calculate your usage in gallons by taking your UOM and multiplying it by 748.
Low-Income Discount
If you live in a dwelling unit with an individual city water meter, you may qualify for a low-income discount on your utility bill. To be eligible, you must provide proof of enrollment in PG&E's "CARE" discount program. To apply for the low-income discount on your City of Morgan Hill utility account, please submit a copy of your most recent PG&E bill, including your name, service location, and confirmation of the CARE discount. The information on your PG&E bill must match the details on your City of Morgan Hill utility account.

The low-income discount requires renewal every two years in February of odd-numbered years. The discount will be canceled if the account holder does not submit the renewal.
