Statement of Economic Interests - Form 700
Every elected official and public employee who makes or influences governmental decisions is required to submit a Statement of Economic Interest, also known as the Form 700. The Form 700 provides transparency and ensures accountability in two ways:
- It provides necessary information to the public about an official’s personal financial interests to ensure that officials are making decisions in the best interest of the public and not enhancing their personal finances.
- It serves as a reminder to the public official of potential conflicts of interest so the official can abstain from making or participating in governmental decisions that are deemed conflicts of interest.
Form 700, Statement of Economic Interests (87200 Filers)
Government Code Section 87200 of the Political Reform Act identifies the Mayor, City Council, Planning Commissioners, City Manager, City Attorney and City Treasurer as statutory filers who are required to file Form 700s. Copies of their Form 700s are available at the City Clerk’s Office, 17575 Peak Avenue, Morgan Hill, CA 95037. They are also available at the FPPC, 428 J Street, Suite 620, Sacramento, CA 95814 and in electronic format on the FPPC’s website.

The Political Reform Act (Gov. Code sections 8100091014) requires most state and local government officials and employees to publicly disclose their personal assets and income. They also must disqualify themselves from participating in decisions which may affect their personal economic interests.
Statements of Economic Interests are public documents. Any member of the public may inspect and copy any statement. Forms must be available as soon as possible during the agency's regular business hours, but in any event not later than the second business day after the statement is received.
