Bids Overview

The City of Morgan Hill solicits bids, quotes, and proposals for a wide variety of projects, equipment and services.  Solicitation of quotes, bids, and proposal are done in accordance with the Morgan Hill Municipal Code and State Law.  Current formal requests for bids, proposals and quotes are available: Requests for Bids, Proposals and Quotes.

The City of Morgan Hill utilizes an informal bidding process and a bidders list for smaller public works projects (under $200,000) per the  California Uniform Public Construction Cost Accounting Act  (Informal Bidding Process).

Join Our Bidder's List
All licensed contractors are invited to register on the City’s Bidder's List to Receive Notification of Informal Bids for Public Works Projects for the following calendar year. Contractors are encouraged to register their business online using the online form. When completing the online form, it is important that correct and accurate addresses, email addresses, and/or fax numbers are included and the type of contractor’s license is specified. Businesses that do not have accurate contact information or that fail to specify the type of work they are licensed to perform may not be notified when a project goes through the informal bidding process.

The City will create a new informal bidders list starting on January 1st of each year. Each November, the City of Morgan Hill will contact the contractors registered on the City’s Bidder’s List and ask them to renew their registration for use during the following calendar year.

What are “Informal Bids”?
On July 15, 2015, the City Council of the City of Morgan Hill adopted Ordinance No. 2150, thereby adopting Informal Bidding Procedures as described in the Uniform Public Construction Cost Accounting Act (Section 22000 of the Public Contract Code). The Informal Bidding Procedures allow the City to award contracts for public construction projects, which meet specific criteria for cost as defined in Public Contract Code Section 22022 utilizing the informal bidding process set forth in Public Contract Code Section 22034.

Projects estimated at less than $175,000 may lead to informal bidding, in accordance with the informal bidding procedures of the Uniform Public Construction Cost Accounting Act. When a project is to be awarded via informal bidding, contractors that have registered on the informal bidder's list will be notified with a general project description, location of where to obtain more detailed information and the time and place of bid submission.
