Mast-Titan Sports academy/Kinetic Performance institute

Conditional use permit to permit indoor commercial recreation to allow for youth gymnastics and baseball training inside an existing industrial building and potential reduction to on-site parking requirements. The project is also potentially seeking an off-site parking agreement.
Location
North side of Mast Street approximately 150 feet west of its intersection with Vineyard Boulevard (APN: 817-02-063).
Call for Review
On January 12, 2021, the Planning Commission denied this request for a Conditional Use Permit due to the conflicts that arise from placing a youth sports use in an area that is meant for heavy industry and given the City’s goals regarding industrial preservation. While the Planning Commission denied this permit, the City Council has the ability, under the City’s Municipal Code to “Call for Review” and reconsider this decision. The City Council may choose to affirm, affirm with conditions, or reverse the decision. This will take place at the Council meeting of Wednesday, February 17, 2021, at 7:00 p.m.
The City's Municipal Code provides for a "Call for Review" process where any decision of the Planning Commission can come before City Council for a review. This is slightly different than a normal appeal process, but the public hearing is the same. A public hearing is held for the City Council to consider a staff report and testimony from the applicant and the public and render a decision. If the City Council is unable to reach a decision on the matter, the decision made by the Planning Commission remains in effect.
One or more members of the City Council may initiate a call for review by filing a written request with the Development Services Department. In this case, Development Services received 3 separate requests.
City Council Meeting
On Wednesday, February 17, 2021, the City Council called for a review of the Planning Commission's decision to deny Conditional Use Permit UP2020-0004. During the public hearing, 31 people spoke in favor of approving the project. After review and discussion, the City Council unanimously voted to adopt Resolution 21-005 overturning the Planning Commission decision and making the necessary findings supporting a Conditional Use Permit, however, not allowing any outside activity.
