Royal Oak Village (Watsonville-Hordness)
The Royal Oak Village is a 100 percent affordable housing development project. The project site is approximately 7.64 acres, and the project will be developed on approximately 3.7 net acres of the site. This project would be comprised of 73 multi-family units, with 36 units dedicated to farmworker housing. The new development will include an approximately 3,611 square foot community room, lounge, management office, computer room, central laundry room, and a patio overlooking the play area with a tot lot. The project would require approval of a Tentative Map, a Design Review Permit, and an environmental review.
As a 100 percent affordable project, UHC will be requesting funding assistance. The project will be presented to the County of Santa Clara Board of Supervisors (BOS) on August 31, 2021, for a funding recommendation. It is important that the project demonstrate local support prior to being presented to the County BOS. The project will be presented to the Morgan Hill Planning Commission for entitlements on August 24, 2021. This will provide UHC with the ability to qualify for State tax credits. An application for Federal and State tax credits will be submitted on September 13, 2021. The allocation of bonds and tax credits will occur in December 2021, with anticipated financial closing and initiation of construction in April 2022. Completion of construction will occur in August of 2023.
The site is located along Watsonville Road, south of Monterey Road, previously known as the Royal Oak Mushroom Farm. The land use of the site is Mixed Use Flex (7-24 du/ac), and the zoning is Mixed Use Flex (MU-F) with Planned Development (PD) combining district.
City Council Hearing
The City Council conducted a public hearing on January 20, 2021, to consider four concessions for the project pursuant to Government Code Section 65915(d)(2)(D). The City Council approved concessions for reduced parking, increase in floor area ratio, reduction in common open space, and increase in height.
